BULLIS ROAD TEMPLE STREET TRUNK SEWER REHABILITATION
Notice is hereby given that the Secretary to the Board of Directors of the Los Angeles County Sanitation District No. 1 will receive electronic bids by submission to Quest Construction Data Network (QuestCDN) no later than the hour of 2:00 p.m. (PST) on Tuesday, May 18, 2021 for the construction of
BULLIS ROADTEMPLE STREET TRUNK SEWER REHABILITATION, located in the Cities of Compton and Lynwood, California.
The work consists of rehabilitation of approximately 1,790 feet of existing 15-inch diameter vitrified clay pipe (VCP) between MHs 01 0788 and 01 1355 with curedinplace pipe (CIPP) liners and rehabilitation of twelve (12) manholes with a protective coating system., and all appurtenant work.
All bids must be fully transmitted by the date and time specified. QUESTCDN.com bid clock is the official time. The Districts is not responsible for electronic or Internet Service Provider (ISP) transmission interruptions/delays of any kind.

Each bid shall be submitted electronically on QuestCDN and must be accompanied by a certified check, cashier’s check, or a bid bond with an approved surety company as surety, payable to Los Angeles County Sanitation District No. 1 or other authorized security provided by Public Contract Code §20784, for an amount equal to at least ten percent of the amount bid as a guaranty that the bidder, if successful, will enter into a contract satisfactory to the Board of Directors for completing the work contemplated; and the original must be provided to the District by the time of electronic bid opening. The electronic bid shall include an electronic copy of a certified check, cashier’s check, or electronic copy of the original bid bond, or the Bidder may choose to provide a bid bond authorization code provided to them by Surety 2000, which the Bidder shall keep in effect until the District gives notice that it may be released. The successful bidder must file good and sufficient bonds for the faithful performance of the contract and for the payment of laborers and materialmen. Bonds for the faithful performance of the contract and for the payment of laborers and materialmen that are issued by sureties that are listed in the latest version of the U.S. Department of Treasury Circular 570 and that are authorized to issue bonds in the State of California, and whose bonding limitation shown in the circular is sufficient to provide bonds in the amount of the contract, will be deemed approved unless specifically rejected. Bonds issued by all other sureties are subject to approval by the Board of Directors and must be accompanied by all of the documents enumerated in California Code of Civil Procedure §995.660(a), as amended.
At the time of bid, the Contractor shall possess a valid California Contractor’s License in one of the following classifications:
GENERAL ENGINEERING "A", "C-34", or "C-42"
At the request and expense of the Contractor, securities equivalent to the amount withheld from progress payments may be deposited with the District or with a state or federally chartered bank as the escrow agent, who shall, during the performance of the work, hold such instruments in the name of the District, and return such securities to the Contractor upon satisfactory completion of the contract. The option of placing funds in escrow is provided to Contractor pursuant to California Public Contract Code §22300; should that law cease to be effective, Contractor shall not have this option as to any progress payment paid or payable after the date the law ceases to be effective. Securities eligible for investment under this provision include those listed in §16430 of the Government Code or FDIC insured bank or savings and loan certificates of deposit. The Contractor shall be the beneficial owner of any security substituted for monies withheld and shall receive any interest thereon.

The Board Secretary will open the electronic bids on May 18, 2021 at 2:00 p.m. (PST) and the bids will be referred to the Board of Directors at the meeting of the Board to be held at the Office of the Chief Engineer of the District, 1955 Workman Mill Road, Whittier, California, 90601, on June 9, 2021 beginning at 1:30 p.m.
The Board of Directors may award the contract for the above described work, either at the meeting of the Board of Directors to be held at the abovestated address, on June 9, 2021 beginning at 1:30 p.m., or at any other meeting of the Board of Directors within 60 days after the date listed above for receipt of bids.
The Board of Directors may reject all bids. Unless all bids are rejected, award will be made to the low, responsive, responsible bidder.
The work of construction must be completed within 120 WORKING DAYS after the date in the Notice to Proceed.
Bidders on this work will be required to comply with the President’s Executive Order No. 11246.
Pursuant to applicable provisions of the Labor Code of the State of California, not less than the general prevailing rate of per diem wages and not less than the general prevailing rate of per diem wages for legal holiday and overtime work for each craft or type of workman needed to execute the work contemplated under the agreement, as ascertained by the Director of the Department of Industrial Relations, must be paid to all workers employed on the work by the Contractor or by any subcontractor doing or contracting to do any part of the work.

NOTICE IS HEREBY GIVEN that the abovelisted applications have been filed with the City of Compton Community Development Department, by the Olson Company. The Olson Company is proposing to amend the City of Compton General Plan to create the “Specific Plan” land use designation and policy, change the existing land use designation of 1950 N. Central Ave from Low Density Residential and amend Chapter 30 of the Compton Municipal Code create to the “Specific Plan” zone and development regulations.

The following actions are requested: 1) approval of Mitigated Negative Declaration No. 948, General Plan Amendment Case No. 2020-002 and Zoning Text Amendment 2021-001
